Our Operations
SARS Cymru delivers a range of dedicated operations supporting public safety, community resilience, crime prevention, welfare and public accountability throughout Wales.
Each operation has a defined purpose, with activities coordinated according to community needs, available resources and appropriate safety procedures. Some operate as ongoing initiatives, while others are activated in response to particular incidents, risks or emerging concerns.
Operation Cartref
Safer Homes. Stronger Neighbourhoods.
Focuses on persistent neighbourhood concerns, recurring neighbour disputes, community reassurance and issues affecting people’s ability to feel safe in their homes. Through engagement, practical guidance and appropriate referrals, we aim to support residents experiencing ongoing difficulties.
Operation Watershed
Protecting Our Waterways and Communities.
Focuses on waterway safety, flooding, flood preparedness and associated environmental and rural concerns. Activities include public awareness, monitoring developing conditions and providing appropriate community assistance during flood-related incidents.
Operation Storm
Monitoring Severe Weather. Supporting Communities.
SARS Cymru’s dedicated severe-weather monitoring and community response initiative, covering storms, high winds, heavy rainfall, snow and other disruptive conditions. Personnel may undertake storm observations, provide public safety updates, monitor travel disruption and support affected communities where safe and appropriate.
Operation Accountable
Transparency. Responsibility. Public Confidence.
Promotes transparency, accountability and responsible decision-making among public bodies and organisations. It focuses on reviewing public-interest concerns, highlighting documented shortcomings, seeking explanations and encouraging improvements through evidence-based enquiries and appropriate reporting.
Operation Speed
Safer Roads. Safer Communities.
Focuses on raising awareness of speeding, dangerous driving and road safety concerns throughout Welsh communities. Through community engagement, educational campaigns, observations and referrals to the appropriate authorities, we aim to encourage safer driving behaviours and improve awareness of road-related risks.
Operation Anti-Social
Tackling Anti-Social Behaviour Together.
Supports communities affected by anti-social behaviour, intimidation, nuisance and recurring public-space concerns. Activities may include community reassurance, documenting reported concerns, identifying recurring hotspots and signposting affected residents to relevant authorities and support services.
Operation Blackhawk
Awareness. Vigilance. Preparedness.
SARS Cymru’s counter-terrorism awareness and community preparedness initiative. It promotes public vigilance, recognised counter-terrorism awareness guidance, suspicious activity reporting and resilience planning for communities, businesses and public spaces — complementing established public safety messaging without undertaking specialist police or military functions.
Operation Blackout
Supporting Communities When Essential Services Fail.
Provides community resilience support during electricity outages, water supply interruptions and prolonged disruption to essential services. Priority is given to vulnerable and disabled residents, with wider assistance offered where resources permit — welfare calls, in-person welfare checks, practical assistance and preparedness packs.
Operation Locate
Supporting Searches. Reuniting Families.
Supports appropriate missing-person and missing-animal awareness and search activities. This may include sharing verified appeals, gathering and passing on reported sightings, community awareness and coordinated search assistance where requested or authorised by the relevant agencies.
Operation Ember
Wildfire Awareness. Rural Protection.
Focuses on wildfire prevention, rural fire-risk awareness and community preparedness. Activities include monitoring publicly available wildfire-risk information, sharing prevention advice, reporting observed hazards and supporting public safety communications during periods of increased fire danger.
Operation Haven
Compassion. Reassurance. Community Support.
Focuses on the wellbeing and safety of vulnerable, isolated or otherwise at-risk residents. Through welfare visits, reassurance, appropriate signposting and practical community assistance, the operation aims to support people experiencing isolation, difficult circumstances or disruption caused by local emergencies.
SARS Cymru operates independently and seeks to complement, rather than replace, statutory emergency services and other responsible authorities. All operational activities are subject to appropriate oversight, safeguarding considerations, personnel availability and risk assessments.
Use SARS Cymru’s existing incident and hazard reporting facility to notify us of relevant community safety concerns.
